Resilient, Textile and Laminate Floor Coverings

Overview

BS EN 14041 specifies the health, safety and energy saving requirements for resilient, textile and laminate floor coverings.  It also specifies procedures for testing to allow for the evaluation of conformity of the products and the requirements for CE marking and labelling, as required by The Construction Products Regulation (EU) No 305/2011.

The CE marking process comprises two different procedures:-

If no flame retardants are applied during manufacture then the responsibility for CE marking is that of the manufacturer. Although they do have to have flammability testing carried out by a notified test house such as BTTG™.  The manufacture has to produce their own Declarations of Performance, create their own Factory Production Control manual and apply the CE mark.  All that is required is given in the product specification BS EN 14041.

If the floor covering has been treated with a flame retardant then the manufacturer will also have to have their Factory Production Control system audited by a Notified Body, again BTTG™ can carry out this work.


Tests

The fire testing has to be carried out per product unless you wish to declare "Families of Products".  It should be noted though that if you create a Family then the lowest fire test result has to apply to the whole family.

The floor covering shall be tested and classified according to the requirements of EN 13501-1:2002 and the resulting class and subclass (as appropriate to the class itself) shall be declared.

The following are only required if there is national legislation or a manufacturer makes a claim.

  • Content of pentachlorophenol (PCP)
  • Water-tightness
  • Formaldehyde emission
  • Slip resistance
  • Electrical behaviour (static electricity)
  • Thermal conductivity
