When we think about PPE compliance, the focus tends to fall on testing, certification, and marking. The instructions supplied with a product are often treated as an afterthought. Yet for manufacturers and suppliers, user information is a legal obligation, and one that is becoming more complex to navigate as expectations around digital delivery evolve.

On 10th June 2026, BTTG® will be hosting a seminar on Digital User Information for PPE, available live and on demand online, and in person in Manchester. The session is designed to give manufacturers, suppliers, and compliance professionals a practical, up-to-date understanding of their obligations, and of the opportunities that digital delivery presents.

The Legal Foundation
EU PPE Regulation 2016/425 requires manufacturers to ensure that products are accompanied by clear, understandable instructions and information. For UK businesses, equivalent obligations exist under domestic legislation. Both frameworks cover everything from correct use and storage through to maintenance, servicing, and the limits of protection. It is not sufficient simply to include a document in the box; the information must be appropriate, accessible, and in a language understood by the end user.

For UK businesses, UKCA marking applies to the Great Britain market and CE marking to the EU. Understanding which obligations apply, and where, is an increasingly important part of compliance management.

The Shift Towards Digital
In March 2024, the European Safety Federation published Good Practice Guidance on manufacturer's instructions and information for PPE, covering both digital and printed formats. Developed in consultation with notified bodies, concerned authorities, and trade organisations, the guidance addresses how manufacturers can meet their obligations through digital means. QR codes, PDFs, and web-hosted content are all explored as practical formats, alongside the conditions under which digital delivery is considered acceptable.

The guidance reflects a broader recognition that printed instructions are not always the most practical or accessible solution. However, digital delivery introduces its own considerations, including accessibility, durability of access, and the continued requirement to provide paper copies on request.

Looking Ahead: EU Omnibus IV
The regulatory landscape is not standing still. In May 2025, the European Commission published the Omnibus IV simplification package, comprising a proposed Regulation and a proposed Directive to update numerous product safety laws with a digital by default approach. The package has implications for how manufacturers document and deliver product information across multiple product categories. Staying ahead of these developments is increasingly important for businesses operating across both UK and EU markets or planning to do so.
